Add the olive oil to a skillet over medium high heat.
Place the shrimp and red bell pepper into the skillet, and saute until the peppers have softened and the shrimp is cooked through.
In a bowl, combine the soy sauce, oyster sauce, brown sugar substitute and minced garlic.
Mix the green onions, serrano pepper and basil into the skillet, and saute another 2-3 minutes.
Pour the sauce over the mixture in the skillet, and saute for a minute or two longer before serving.
