Preheat the oven to 150 Β° C / 300 Β° F. Put the butter and sugar in the mixing bowl and beat with the electric mixer until the butter turns light yellow.
Dilute the cocoa powder in the hot water, and pour it into the mixture together with the eggs.
Lastly, add the wheat flour, and the baking powder. Mix until you get a smooth and homogeneous mixture.
Pour the mixture into the molds, and bake for approximately fifteen minutes until the cupcakes are well cooked. You can test that they are ready by inserting a toothpick into the center of a cupcake. If the toothpick comes out dry, they are done. If not, leave them in the oven for another five minutes. In any case, given the size of the cupcakes, the cooking time is less than twenty minutes. Remove the cupcakes from the oven and let them cool while you prepare the cream.
To prepare the topping you just have to beat all the ingredients of the topping at high speed: the butter, the powdered sugar, the vanilla, and the water.
Put the mixture in a pastry bag and decorate the cupcakes with buttercream.
Cover with the slime, and decorate with two or three eyes per cupcake. - See notes for slime - you can also use gel food coloring for an easy slime option

Note: if you want to make homemade slime: cook ΒΎ cup of water and one cup of sugar over medium heat until half of the liquid has evaporated. Next, dissolve the cornstarch in the remaining ΒΌ cup of water. Pour the starch mixture into the syrup you are cooking until the cornstarch turns clear. Turn off the stove, add a couple of drops of food coloring of your choice. Wait for it to cool down a bit before using.You can also top these cupcakes with a little whipped cream, instead of using the mix recommended in our recipe. But, you must eat them immediately.
